Isn't this just a checklist app?

Checklists collect data; the harder problem is what happens after a check fails. A useful system links the failure to an exception path, a corrective action, and a verification step — and makes the trail visible across sites. Checklists alone do not.

How do we avoid making this feel like surveillance?

Make the same data visible to branch managers that head office sees. When a site can see its own performance against peers and trigger its own improvement, the dynamic shifts from policing to operating. ISO 9001's continual improvement principle (clause 10) assumes this two-way visibility.

Where does this fail in practice?

Most often when the evidence captured is not actually comparable across sites — different photo angles, different checklist wording, free-text where structured fields are needed. The discipline is in the form design, not the platform choice.
