Do small partner programs really need this?

Smaller programs can run on a well-structured spreadsheet for a while. The trigger is usually one of: more than ~30–50 active partners, any regulated requirement, or a partner failure that exposed a verification gap. The cost of structure is low; the cost of reconstruction is high.

Should partners self-serve their own documents?

Self-service portals reduce administrative load but do not replace verification — every uploaded document still needs an internal owner to validate and approve it. Self-service is a UX layer on top of the workflow, not a substitute for it.

How does this connect to ongoing third-party risk monitoring?

Onboarding is the static check; ongoing monitoring is the dynamic one (e.g. credit, security posture, sanctions screening). NIST SP 800-161r1 explicitly treats them as a continuous lifecycle, not separate events. A good onboarding workflow exposes the data ongoing monitoring needs to consume.
