What does 'product-minded' mean in a development partnership?

It means the partner participates in shaping the problem, the workflow, the user experience, and the engineering trade-offs together — rather than only implementing a pre-written specification. Marty Cagan's INSPIRED (2017) describes this as the difference between empowered product teams and feature factories.

Is there research that supports the claim of better outcomes?

Yes — directionally. The Standish Group CHAOS Report, the McKinsey–Oxford 2012 IT-project study, the DORA/Accelerate State of DevOps research (2014–2024), and PMI's Pulse of the Profession all link better outcomes to integrated product/engineering practices. None are perfectly comparable, and headline figures should be cited to the specific edition used.

When is a code-only partner the better fit?

When the requirements are genuinely well-defined, the workflow is already validated, and the work is primarily implementation. The risk is that teams often assume this is the case when it is not — which is what the McKinsey–Oxford 2012 study attributes much of large-project under-performance to.
